3、e natural catastrophes frequently happened and varied in types such as flood, draught, typhoon and snow storm. The great loss caused by catastrophes seriously affected Anhui’s economic development. Anhui is recently runn

4、ing a catastrophic risk management model that is led mainly by the government and supported by social donation and insurance. It mainly depended on the executive ways of managing and aiding the catastrophes. Government f

5、iscal bailout, social donation or commercial insurance payment, their effects are extremely limited. Victims bear most of the catastrophe loss. Catastrophes insurance has outstanding functions on the prevention and lesse

6、ning of catastrophes. But in the 2007 Huai River watershed extraordinary flood and the snow storm at the beginning of 2008, insurance redemption made up less than 1% of the direct economic loss, which is Insurance compen

7、sation rate. While, average loss ration of the world is as high as 36% and lower than 40% the number in developed countries. So, Anhui should learn successful experience of catastrophic insurance systems from developed c

8、ountries and construct Anhui’s catastrophes insurance system to effectively raise the status of insurance industries in the Anhui natural disasters relief system. It also has a very important practical meaning of strengt

9、hening the treatment capability of the catastrophic loss and the construction of Anhui harmonic society. Based on the analysis on Anhui catastrophic risk and loss situations and on the catastrophic risk insurable theory,

10、 the paper analyzed the problems in Anhui’s current catastrophic loss redemption system and the necessity and feasibility of the construction of catastrophic insurance system in Anhui. After investigating three represent

11、ative national catastrophic insurance systems and the characteristics of US, Japan and New Zealand, combining foreign successful experience with Anhui’s practical situation, the paper put forward the conception of constr
